OverviewSearch params & storage

The state Build stats keeps in the URL and in the browser's storage. Every param has a default and never fails to decode, see Search params, and each definition should have an assertRoundTrips test. The definitions of the whole app are listed in the reference.

date	v.nullable( v.picklist([ANY_TIME, ...RECENT_PATCHES.map((patch) => patch.date)]), )	null	true	YYYY-MM-DD the builds were updated after, null lets the loader pick (see DEFAULT_UPDATED_SINCE).
